How illegal betting sites are blocked in Brazil

Since Provisional Measure 1,394, every sports betting and online gambling site is illegal in Brazil (lotteries authorised by law are still allowed). The government asks for sites to be blocked, and internet providers cut access.

After the ban

  • 13,241

    sites with a blocking request

    From 25/09 to 06/10. By 29/09 there were 5,209.

  • 2,387

    ordered taken down by Anatel

Up to 29/09, of the total requested.

  • 3,552

pages, profiles, channels and groups with removal requested

Facebook, Telegram, Instagram, TikTok, WhatsApp and Discord.

The official bodies have not published the list of domains by name. These figures are blocking requests and orders.

How blocking works

  1. 1The government asksThe Ministry of Finance and the Ministry of Justice identify the site and request the block.
  2. 2Anatel orders the takedownAnatel, the telecom regulator, passes the order on to internet providers.
  3. 3Your internet stops opening itThe provider blocks the address. Banks and Pix cannot process bets either.

Legal basis: article 23 of MP 1,394/2026.

Before the ban

While the regulated market existed, the government already blocked illegal sites: by September 2025, 17,987 had been blocked by Anatel, and 17.7% of the domains were repeat offenders, according to the Federal Court of Accounts (TCU).
