Betting has been banned in Brazil. What changes

What happens next

  • In Congress

    Lawmakers can approve, amend or reject the measure. The deadline to vote runs until 23 November and can be extended by another 60 days. Without a vote, it lapses.

  • In the courts

    Associations have asked the Supreme Court to suspend the measure. As of 8 October there was no ruling, and it remains in force.

  • The regulated market

    Before the ban, licensed companies paid R$ 30 million each for a licence, paid taxes and had to follow player-protection rules.

  1. The measure is published and takes effect. New deposits are banned.
  2. Last day for players to withdraw their balance voluntarily.
  3. Betting sites and apps must be offline.
  4. Deadline for banks to refund players' balances.
  5. Licences granted under Law 14,790/2023 end.
  6. The measure starts to lock Congress's agenda until it is voted on.
  7. End of the initial 60-day period for Congress to vote. It can be extended once.

Frequently asked questions

Is the measure already in force?

Yes. Provisional measures have the force of law from publication, but must be approved by Congress to become permanent law.

I had a balance on a platform. How do I get it back?

Under the text, banks and payment institutions must refund the amount to an active account in the player's own name, identified by their CPF (taxpayer number). The measure provides for no fee to be charged to the player.

What happens to bets that were still open?

Bets without a result within ten days are void, with a full refund and no deductions. Prizes from bets already settled must be paid.

Does the ban apply to foreign sites?

Yes. Article 1 covers operators based abroad that offer bets to people in Brazil.

Is the Caixa lottery banned too?

No. The ban does not apply to other lottery types authorised by law.

Could betting come back?

It depends on Congress and the courts. The measure may be approved, amended or lapse. At the Supreme Court there are cases seeking its suspension (ADIs 8024 and 8027), with no injunction as of 8 October 2026.
