Quick answer
MP 1,394 has been in force since 25 September 2026, but Congress must approve it for it to become law. The initial deadline for the vote runs until 23 November and can be extended once, by another 60 days. From 9 November it locks the agenda. If it is not voted on in time, it lapses.
Where the measure stands now
On 30 September, the joint committee of deputies and senators that will review the measure was appointed. The deadline for amendments, the proposed changes to the text, runs until 13 October.

The dates
25/09/2026: the measure is published and takes effect.
Until 13/10/2026: deadline for amendments.
From 09/11/2026: urgency regime. The measure locks the agenda of the chamber where it is, and other votes are on hold until it is voted on.
23/11/2026: end of the initial 60-day period. It can be extended once, by another 60 days.
During the parliamentary recess, from 23 December to 1 February, the count is suspended. With the extension and the recess, the final deadline would fall around early March 2027. That date is an estimate by Jogo às Claras, not an official one.
The path to becoming law
First, the joint committee issues an opinion. Then the text is voted on in the full Chamber of Deputies and then in the Senate. If approved unchanged, it becomes law. If approved with changes, it becomes a conversion bill, and the measure stays in force until the president signs or vetoes it.

What if the measure is not voted on?
It lapses, as if it had never existed from that point on, and the government cannot issue an identical measure in the same legislative year. Congress should then pass a legislative decree on what happened while it was in force. If it does not do so within 60 days, acts carried out during that period remain governed by the measure.
